The
export from and import in Romania is largely liberalized.
Government
Decision no. 215/1992 (HG 215/1992) provides the basic principles and rules
of the import and export regime in Romania :
1. the export
and the import transactions can be performed only by companies entitled
to carry out such operations under their declared object of activity;
2. the exports
and imports of goods in Romania are not - in their main part - subject
of any import and export licensing;
3. for certain
categories of goods - namely those subject to the control regime according
to Romania' s international commitments, export and import licensing are
required;
4. for counter-trade
operations or being registered in clearing, barter or cooperation accounts
a specific form of import and/or export licence is required; this kind
of licences are used only for banking purposes;
5. the Ministry
of Industry and Commerce may establish temporary quantitative import restrictions
6. the Ministry
of Industry and Commerce may introduce the control over some imported goods
or ban them, in accordance with international rules, for health, environment
and national security reasons based on international conventions to which
Romania is participating.
7. the licences,
where necessary, are issued by the Ministry of Industry and Commerce
